  • Tier 2 (Targeted Intervention): Triggered by two consecutive failed mastery checks or a benchmark score below the 25th percentile. Students receive 3–4 extra sessions per week (20–30 minutes) using a different sensory pathway than Tier 1 to re-teach the same OG lesson band.
  • Tier 3 (Intensive Intervention): Triggered by insufficient response to two full Tier 2 cycles (typically 12–16 weeks) or documented disability. This involves daily 1:1 or 1:2 intervention with individualized pacing; the student remains anchored to the same 181-lesson sequence but moves at a rate dictated by true mastery.

This tiered logic ensures all students receive high-quality instruction while the data-driven "nervous system" monitors for signs of stagnation.

3. The AI Data-Analysis Engine: Augmenting Human Judgment

Artificial Intelligence functions as the "Nervous System, Not the Brain." Its purpose is pattern recognition at scale to support, rather than replace, teacher diagnostic expertise. By analyzing progress-monitoring probes and OG mastery checks across a caseload, the AI surfaces insights that move the system from a reactive "wait-to-fail" posture to a preventive model of resource allocation.

The AI engine performs four primary strategic jobs:

To ensure human expertise remains the final authority, we utilize a "Human-in-the-loop" AI Flag Review Protocol. During biweekly Data Team meetings, staff execute the following:

1. The Core Idea

Most MTSS frameworks are compliance systems wearing an instructional costume. This one is built the other way around: instruction first, data second, paperwork last.

This document unpacks a comprehensive, full-stack Multi-Tiered System of Support built on 26 years of classroom practice through Reading Boot Camp and Reading Sage. It is not an adaptation of a district's RTI binder. It is a ground-up synthesis of three traditions that don't normally sit in the same room together: the explicit, diagnostic precision of Orton-Gillingham structured literacy; the child-led, sensorial, multimodal practice of Montessori; and the whole-child, narrative, strengths-first tracking of the Swedish individuell utvecklingsplan (IUP). AI sits underneath all three tiers as an analysis layer — not a replacement for teacher judgment, but a way to see patterns across a caseload that no single teacher has time to see by hand.

The organizing question is simple: what does a child need next, and who needs to know it? Three audiences answer that question differently — the teacher needs an instructional trigger, the parent needs a plain-language strength-based picture, the student needs an ownership tool that makes growth visible. This framework builds a separate data wall for each.

2. Foundational Philosophy — Three Traditions, One Child

Every design decision in this MTSS traces back to three commitments that have to be held simultaneously, not traded off against each other.

2.1 Orton-Gillingham: The Diagnostic Spine

OG supplies the non-negotiable architecture: instruction is explicit, systematic, cumulative, multisensory, and diagnostic. Every lesson in the 181-lesson sequence teaches one new phonemic, orthographic, or morphological concept, reviews everything that came before it, and is taught through simultaneous visual-auditory-kinesthetic-tactile (VAKT) channels. OG is what keeps the system honest — it is the reason a child's placement is never a guess and a plateau is never allowed to hide for six weeks.

2.2 Montessori: The Delivery Mechanism

Montessori supplies the how. Where OG says "teach the short-vowel-consonant pattern explicitly and cumulatively," Montessori supplies sandpaper letters, moveable alphabets, three-period lessons, and a prepared environment where the child chooses which multisensory station to work at inside a teacher-directed sequence. The two traditions are not in tension: OG's explicit sequencing and Montessori's sensorial, self-correcting materials solve different halves of the same problem — what to teach, and how a child's hands and body make it stick.

2.3 The Swedish IUP: The Whole-Child Frame

The individuell utvecklingsplan reframes what "progress" means. In the Swedish model observed firsthand, children are not graded in the early years; instead, teachers and families co-author a narrative development plan covering academic skill, social-emotional growth, and executive function on a pass / high-pass continuum. Nothing here abandons American accountability requirements — grades and IEP goals still exist where required — but every tiered intervention plan in this system is wrapped in an IUP-style narrative layer so a deficit number is never the only thing a family sees.

2.4 AI: The Nervous System, Not the Brain

AI's job in this framework is pattern recognition at a scale no teacher has hours for: reading every progress-monitoring probe, every OG lesson mastery check, every assessment across every child on a caseload, and surfacing what a human would eventually notice — but sooner, and across more children at once. AI does not decide a child's tier placement, does not write the IUP narrative in a child's voice, and does not replace the teacher's diagnostic ear during an OG lesson. It drafts, flags, and forecasts. The teacher decides.

3. The Tier Structure, Rebuilt From the Ground Up

Three tiers. One diagnostic spine. Every tier delivered multimodally, monitored continuously, and reported in three directions.

3.1 Tier 1 — Universal Core: The 181-Lesson Reading Boot Camp Sequence

Every lesson follows the OG lesson-plan spine (review, new concept, blending drill, dictation, connected text) delivered inside a Montessori three-period-lesson structure and a prepared multisensory station rotation — see Section 6.

Tier 1 Universal Screening Cadence

      Fall / Winter / Spring benchmark: phonemic awareness, decoding, fluency, and comprehension probes for every student, machine-scored, AI-flagged same day.

      Classroom-embedded mastery checks: every 5th OG lesson includes a criterion-referenced mastery check (80% cut) feeding directly into the data wall.

      Universal design lens: multimodal delivery (Section 6) is the Tier 1 default for all learners, not an accommodation bolted on later — this is what keeps the number of children who ever need Tier 2 as small as possible.

 

3.2 Tier 2 — Targeted Small-Group Intervention

Students whose universal screening or OG mastery-check data shows a specific, identifiable skill gap move into targeted small groups (3–5 students) matched by skill deficit, not by grade level or classroom.

      Entry trigger: two consecutive OG mastery checks below 80% in the same skill band, or a benchmark score below the 25th percentile in one domain with typical performance elsewhere.

      Dosage: 3–4 sessions per week, 20–30 minutes, in addition to (never instead of) Tier 1 core.

      Content: re-teaching of the specific OG lesson band using a different sensory pathway than the one used in Tier 1 (e.g., a child who struggled with visual syllable division gets a kinesthetic/auditory re-teach — arm-tapping syllable division, not another worksheet).

      Progress monitoring: weekly skill-specific probe, AI-scored and trend-charted; a flat or declining trend line across 4 data points auto-flags for team review.

      Exit trigger: three consecutive on-grade mastery checks and a benchmark score back above the 25th percentile.

 

3.3 Tier 3 — Intensive, Individualized, IEP-Integrated

Students who do not respond to Tier 2 — or who present with a suspected or documented specific learning disability — move to Tier 3: daily 1:1 or 1:2 Orton-Gillingham intervention delivered by a trained interventionist, fully integrated with (not parallel to) any existing IEP or 504 plan.

      Entry trigger: insufficient response to two full Tier 2 cycles (typically 12–16 weeks), or an existing IEP/MET eligibility for a specific learning disability in reading.

      Dosage: daily, 30–45 minutes, individualized pacing through the 181-lesson sequence — a Tier 3 student may spend three weeks on a lesson a Tier 1 classroom moved through in three days.

      Documentation: every Tier 3 student receives a full IUP-style Individual Development Plan (Section 8) in addition to any legally required IEP goal pages — the IEP satisfies the law, the IUP tells the whole story.

      Case management: weekly individual progress review; AI-generated trend forecast presented at every IEP/MET meeting alongside — never instead of — teacher narrative.

4. The AI Data-Analysis Engine

Four jobs: find the trend, find the strength, forecast forward, and get out of the way.

Every data point generated across all three tiers — screening scores, OG mastery checks, Tier 2/3 progress-monitoring probes, fluency recordings, even qualitative teacher observation notes — flows into a single analysis layer. That layer does four things, and deliberately does not do a fifth.

4.1 Trend Detection

      Slope-of-progress calculation on every skill domain for every student — not just "is the score up or down" but "is the rate of growth accelerating, flat, or decelerating."

      Cross-domain pattern matching: flags when a plateau in one domain (e.g., fluency) is statistically linked to an unresolved gap in a prerequisite domain (e.g., syllable-division automaticity) rather than treating each probe in isolation.

      Cohort-level trend rollups for grade-level and building-level teams, so a Tier 1 core problem (many children plateauing at the same OG lesson) is distinguished from an individual Tier 2/3 problem.

4.2 Strength Identification

Every existing MTSS is built to find deficits. This one is built to find both. The same engine that flags a decoding plateau also surfaces a student's fastest-growing domain, their highest-mastery skill band, and behavioral/engagement data (which multisensory station a student chooses first, which modality correlates with their best mastery-check scores) — because the fastest route through a weakness is usually paved with a strength.

4.3 Forward-Looking Forecasting

      Projects a student's trajectory through the remaining OG lesson sequence at current growth rate, flagging students on pace to need Tier 2/3 support before a benchmark window even opens — moving the system from reactive to preventive.

      Simulates "what if" dosage scenarios for team meetings (e.g., projected impact of moving from 3x/week to daily Tier 2 sessions) using the student's own historical response-to-intervention slope, not a generic norm.

4.4 What AI Does Not Do

It does not assign a tier, write an IUP narrative in the child's or family's voice, replace a live OG diagnostic lesson, or stand in for a teacher's judgment in a placement meeting. Every AI output in this framework is labeled as a draft or a flag, routed to a teacher for confirmation before it becomes an instructional decision. The engine's entire value is in what it notices faster than a human caseload allows — never in what it decides.

5. Modernizing the Brigance: AI-Generated Grade-Level Assessments

The Brigance Inventory of Basic Skills got one thing right that most modern universal screeners abandoned: it is criterion-referenced and holistic, mapping a genuine skill inventory rather than producing a single norm-referenced number. This framework keeps that instinct and modernizes its execution.

5.1 What Stays From Brigance

      Criterion-referenced, skill-by-skill mastery mapping rather than a single composite score.

      Direct alignment to an instructional sequence (here, the 181-lesson OG scope) so a result points straight at the next lesson, not just a percentile.

      Broad developmental coverage — readiness, academic, and, where relevant, social-emotional indicators — rather than reading-only.

5.2 What AI Modernizes

Grade-Level Assessment Generation Workflow

1.     Teacher or AI trend-engine identifies the skill band needing a fresh grade-level check.

2.     AI generates a criterion-referenced item set matched to that OG lesson band and grade level, drawing from a validated item-type library (never inventing untested item formats).

3.     Teacher reviews and approves the generated form before administration — a human check on every AI-authored assessment.

4.     Results score same-day and flow directly into the trend-detection engine and all three data walls.

6. Hands-On, Multimodal Delivery: Music, Art, Movement, and Story

Reading Boot Camp does not add music and art as a reward for finishing the phonics worksheet. They are the phonics worksheet.

Every OG lesson band in Section 3.1 has a signature set of multisensory stations. This section unpacks the modality logic behind them — what each modality is doing neurologically, not just what makes a lesson fun.

6.1 Music & Rhythm — Phonemic Awareness and Fluency

      Body-percussion syllable chants for segmentation and blending drills (Bands I–II) — rhythm gives phoneme manipulation a physical anchor before it becomes an abstract symbol task.

      Tempo-paced echo reading and choral reading for fluency automaticity (Band IV) — matching oral reading rate to a steady beat trains prosody directly instead of leaving it to incidental exposure.

      Original mnemonic songs for irregular high-frequency words and syllable-type rules, written collaboratively with students as a Kagan cooperative-structure activity.

6.2 Art & Watercolor — Orthographic Mapping and Visual-Spatial Encoding

      Sandpaper-letter tracing and sand-tray formation (Band II) fuse the visual symbol to a tactile motor pattern, the Montessori mechanism for orthographic mapping.

Solving the Two-Sigma Problem Through the Arts — Three RTI Case Studies and a District-Level Attendance Strategy

The three students profiled here are composites drawn from common patterns seen across 26 years of RTI and literacy-intervention casework — not identifiable individuals. None is currently on an IEP; all are presented at the point where a Tier 2 team is deciding whether Tier 3 is warranted. Each profile intentionally represents a different reason a child can arrive at that decision point — a processing-based reading disability, an instructional-discontinuity gap, and a second-language-acquisition trajectory look similar on a single fluency score and require three different responses. But all three share the same underlying lever, and that lever is the subject of this packet.

The Real Lever: Relationships, the Arts, and the Two-Sigma Problem

Chronic absenteeism is not a scheduling problem. It's a relationship problem wearing an attendance report as a disguise.

In 1984, Benjamin Bloom described what became known as the "two-sigma problem": students who received one-on-one tutoring performed, on average, two standard deviations better than students taught in a conventional classroom — a gap large enough that the average tutored student outperformed roughly 98% of students who weren't. Committee Recommendation: Tier 3 — Run in Parallel With an SLD Referral

Two actions, started at the same time rather than one after the other: (1) daily Tier 3 1:1 Orton-Gillingham intervention, scheduled at a time of day protected from her attendance pattern if at all possible; and (2) an initiated referral for a specific learning disability evaluation. Under IDEA, RTI data can and should run concurrently with an evaluation process — Aaliyah does not need to "fail" an entire additional Tier 3 cycle before the evaluation conversation starts, especially given how clearly her Tier 2 data already show a disability-consistent pattern layered under an attendance barrier.
