Most

one is built the other way around: instruction first, data second, paperwork
last.
This document
unpacks a comprehensive, full-stack Multi-Tiered System of Support built on 26
years of classroom practice through Reading Boot Camp and Reading Sage. It is
not an adaptation of a district's RTI binder. It is a ground-up synthesis of
three traditions that don't normally sit in the same room together: the
explicit, diagnostic precision of Orton-Gillingham structured literacy; the
child-led, sensorial, multimodal practice of Montessori; and the whole-child,
narrative, strengths-first tracking of the Swedish individuell utvecklingsplan
(IUP). AI sits underneath all three tiers as an analysis layer — not a
replacement for teacher judgment, but a way to see patterns across a caseload
that no single teacher has time to see by hand.
The organizing
question is simple: what does a child need next, and who needs to know it?
Three audiences answer that question differently — the teacher needs an
instructional trigger, the parent needs a plain-language strength-based
picture, the student needs an ownership tool that makes growth visible. This
framework builds a separate data wall for each.

Every design
decision in this MTSS traces back to three commitments that have to be held
simultaneously, not traded off against each other.
2.1 Orton-Gillingham: The
Diagnostic Spine
OG supplies the
non-negotiable architecture: instruction is explicit, systematic, cumulative,
multisensory, and diagnostic. Every lesson in the 181-lesson sequence teaches
one new phonemic, orthographic, or morphological concept, reviews everything
that came before it, and is taught through simultaneous
visual-auditory-kinesthetic-tactile (VAKT) channels. OG is what keeps the
system honest — it is the reason a child's placement is never a guess and a
plateau is never allowed to hide for six weeks.
2.2 Montessori: The Delivery
Mechanism
Montessori
supplies the how. Where OG says "teach the short-vowel-consonant pattern
explicitly and cumulatively," Montessori supplies sandpaper letters,
moveable alphabets, three-period lessons, and a prepared environment where the
child chooses which multisensory station to work at inside a teacher-directed
sequence. The two traditions are not in tension: OG's explicit sequencing and
Montessori's sensorial, self-correcting materials solve different halves of the
same problem — what to teach, and how a child's hands and body make it stick.
2.3 The Swedish IUP: The
Whole-Child Frame
The individuell
utvecklingsplan reframes what "progress" means. In the Swedish model
observed firsthand, children are not graded in the early years; instead,
teachers and families co-author a narrative development plan covering academic
skill, social-emotional growth, and executive function on a pass / high-pass
continuum. Nothing here abandons American accountability requirements — grades
and IEP goals still exist where required — but every tiered intervention plan
in this system is wrapped in an IUP-style narrative layer so a deficit number
is never the only thing a family sees.

2.4 AI: The Nervous System, Not the
Brain
AI's job in
this framework is pattern recognition at a scale no teacher has hours for:
reading every progress-monitoring probe, every OG lesson mastery check, every
assessment across every child on a caseload, and surfacing what a human would
eventually notice — but sooner, and across more children at once. AI does not
decide a child's tier placement, does not write the IUP narrative in a child's
voice, and does not replace the teacher's diagnostic ear during an OG lesson.
It drafts, flags, and forecasts. The teacher decides.

Tier 1 Universal Screening

skill gap move into targeted small groups (3–5 students) matched by skill
deficit, not by grade level or classroom.

learning disability — move to Tier 3: daily 1:1 or 1:2 Orton-Gillingham
intervention delivered by a trained interventionist, fully integrated with (not
parallel to) any existing IEP or 504 plan.

4. The AI Data-Analysis Engine
Four
jobs: find the trend, find the strength, forecast forward, and get out of the
way.
Every data
point generated across all three tiers — screening scores, OG mastery checks,
Tier 2/3 progress-monitoring probes, fluency recordings, even qualitative
teacher observation notes — flows into a single analysis layer. That layer does
four things, and deliberately does not do a fifth.
4.1 Trend Detection

4.2 Strength Identification
Every existing
MTSS is built to find deficits. This one is built to find both. The same engine
that flags a decoding plateau also surfaces a student's fastest-growing domain,
their highest-mastery skill band, and behavioral/engagement data (which multisensory
station a student chooses first, which modality correlates with their best
mastery-check scores) — because the fastest route through a weakness is usually
paved with a strength.
4.3 Forward-Looking Forecasting

Tier 2/3 support before a benchmark window even opens — moving the system from

It does not

placement meeting. Every AI output in this framework is labeled as a draft or a
flag, routed to a teacher for confirmation before it becomes an instructional
decision. The engine's entire value is in what it notices faster than a human
caseload allows — never in what it decides.

screeners abandoned: it is criterion-referenced and holistic, mapping a genuine

students profiled here are composites drawn from common patterns seen across 26
years of RTI and literacy-intervention casework — not identifiable individuals.
None is currently on an IEP; all are presented at the point where a Tier 2 team
is deciding whether Tier 3 is warranted. Each profile intentionally represents
a different reason a child can arrive at that decision point — a
processing-based reading disability, an instructional-discontinuity gap, and a
second-language-acquisition trajectory look similar on a single fluency score
and require three different responses. But all three share the same underlying
lever, and that lever is the subject of this packet.
The Real Lever: Relationships, the Arts, and the Two-Sigma
Problem
Chronic
absenteeism is not a scheduling problem. It's a relationship problem wearing an
attendance report as a disguise.
