This chapter and podcast outlines the Mastery Contract, an educational framework designed to prioritize demonstrated learning over the traditional school calendar. Inspired by Swedish individual development plans, this approach replaces vague letter grades with clear competencies that identify what a student has achieved and what specific skills come next. Central to this system is the Concrete-Pictorial-Abstract ladder, which allows learners to build deep understanding through hands-on materials before moving to symbolic notation. The text emphasizes that individualized observation should drive instruction, treating every educational plan as a flexible hypothesis rather than a fixed verdict. Chapter 7

The Mastery Learning Contract

I studied at Uppsala University in Sweden in 1998 and 1999, in a program focused on educational policy and multicultural education. I was interested in how different countries actually organized learning—not merely how they talked about education in policy documents.

What I encountered there changed the way I thought about mastery.

There were no traditional letter grades in the system I experienced. Courses operated on a simple distinction: pass or high pass. If you did not demonstrate the required level of competence, you redid the assignment or retook the assessment.

You did not move on simply because time had passed.

You moved on because you had learned.

Students also had what was known as an individuell utvecklingsplan—an individual development plan, or IUP. The plan laid out competencies in language clear enough that the student, the teacher, and the family could understand what had already been learned and what came next.

That forward-looking structure stayed with me.

A child did not need to wonder endlessly, Am I smart? Am I behind? Am I failing?

The more useful questions were:

What can I do now?

What am I working on?

What comes next?

When I returned to Tucson to finish my bachelor's degree in elementary education, the contrast between that experience and the American system I entered was difficult to ignore.

I graduated in 2000 and was immediately offered a position as a self-contained, cross-categorical special education teacher—even though I had not yet completed my special education certification. At the time, emergency certification allowed me to begin teaching while continuing to complete the required credential, and I was already committed to pursuing a master's degree in the field.

That first year taught me more about teaching than any textbook could have.

The special education staff at my school became an informal apprenticeship program. They helped me understand how to write and use IEP goals and objectives—not simply how to complete the paperwork, but how to turn those goals into actual instruction.

Part of that early training was in Success for All.

At the time, I didn't have the language for what I was seeing.

Later, I realized exactly what it was.

Mastery learning.

We completed a defined sequence of lessons. Then every child was evaluated.

Had they mastered the phonics?

The phonemic awareness?

The word analysis?

The reading fluency?

The comprehension?

The answer determined what happened next.

Students who demonstrated mastery moved forward.

Students who needed more instruction received it.

The group changed because the evidence changed.

My classroom ran two ninety-minute Success for All blocks every day, and those blocks were not sacred.

If the data showed that a group needed more auditory-discrimination work, the schedule changed.

If students needed more phonemic-awareness practice, we used songs and additional repetition.

The schedule bent around the children.

The children did not bend around the schedule.

That distinction became one of the foundations of everything I did afterward.

Having real, current information about what children could actually do made it possible to teach toward their needs rather than guessing.

And the goals themselves were clearer then.

They described competencies.

They named skills.

They gave teachers and families something concrete to work toward.

Over time, I watched educational planning become increasingly capable of generating paperwork without always producing the same degree of clarity.

That loss mattered to me.

Because a goal that cannot tell a child what comes next is not yet doing the most important work a goal is supposed to do.


A Contract Has to Point Forward

The part of the IUP that mattered most to me was almost embarrassingly simple.

It pointed forward.

This is what you have mastered.

This is what you are working on now.

This is what comes next.

That is the beginning of the Mastery Contract.

A useful learning plan should not merely document where a child currently falls short.

It should create a road.

A child should be able to look at that road and understand where they are standing.

A teacher should know what evidence will show that the next step has been reached.

A parent should know what can be practiced at home.

And if a child forgets something along the way, the plan should not treat forgetting as a catastrophe.

It should say:

Go back.

Practice.

Try again.

Keep moving.

A mastery contract that does not point forward is not really a contract.

It is a status report.

Those are not the same thing.

A status report tells you where you are.

A contract tells you where you are going.


Move On Because Learning Happened, Not Because the Calendar Says So

This is Rule 61.

And when you place it next to the way American schools typically operate, it is more radical than it first appears.

Don't move on because the calendar says so. Move on because learning has happened.

A semester ending does not prove mastery.

A school year ending does not prove mastery.

A student turning another year older does not prove mastery.

And yet our educational system is largely organized around all three.

Children move through a sequence of grades because the calendar advances. Sometimes that works well enough. Sometimes it does not.

The disruption caused by the pandemic made the problem impossible to ignore.

Students discovered, in many places, that enormous gaps could accumulate while promotion continued.

But the problem did not begin with COVID.

The broader decline in American academic performance and literacy has deeper roots. The pandemic accelerated many problems, but it did not invent the idea of allowing students to move forward carrying gaps that no one had designed a realistic plan to close.

Eventually, those gaps appear somewhere.

They appear in secondary school.

They appear in college.

They appear in workplaces.

And then everyone acts surprised that a student who spent years moving forward without mastering foundational skills eventually encounters material that requires those skills.

The problem isn't that students suddenly became less capable.

The problem is that we kept moving the road underneath them.

Mastery learning asks a more honest question:

Has the learning happened?

If the answer is no, the response should not automatically be punishment.

It should be more information.

A different explanation.

Another attempt.

More practice.

A different tool.

More time.

But eventually, the learning has to happen.

Otherwise, promotion becomes a promise the school cannot keep.


What You Measure Changes What You See

I have mentioned the Brigance Inventory of Basic Skills throughout this book because it represented something important to me.

It helped separate a child's actual competencies from a general impression of how the child was doing.

That distinction matters.

A percentage grade collapses many pieces of information into one number.

A child receives a 67.

What does that mean?

What can the child do?

What can they almost do?

What specific skill is missing?

What skill is solid?

What should happen tomorrow?

The number often cannot answer those questions.

A useful assessment can.

That is the relationship between Rules 62 and 63.

Measure progress so students can see themselves growing.

And:

Know the child behind the score.

A score is evidence.

It is not an identity.

It is a clue.

Teachers should become suspicious of any number that appears to explain a child too completely.

The more information we collapse into a single score, the easier it becomes to forget that there is an actual child underneath it.

A child is not a percentile.

A child is not a proficiency level.

A child is not a label.

A child is a collection of skills, experiences, strengths, misunderstandings, memories, habits, fears, interests, and possibilities.

Assessment should help us see more of that child.

Not less.


Individualization Begins with Observation, Not Paperwork

Early in my career, while teaching a self-contained K–5 classroom, I called the Everyday Math coordinator with a question that felt both obvious and impossible.

How was I supposed to teach kindergarten through fifth-grade mathematics in the same room?

Her answer reshaped the way I taught.

Give a short lesson on the main concept, she told me.

Then get out the games.

Let the children play.

I was skeptical.

Then I watched what happened.

Children were developing number sense.

They were subitizing.

They were learning relationships between quantities.

They were practicing operations.

They were talking mathematics.

And from the doorway, the classroom often looked like recess.

It wasn't.

The learning was simply happening through materials rather than through rows of identical worksheets.

Over time, I began to understand how closely many of these ideas connected to the work of Maria Montessori.

What I borrowed most directly was the idea of the prepared environment.

Materials should not merely be stored in the classroom.

They should be arranged so that children can use them.

The materials themselves should provide information.

Whenever possible, a child should be able to see or discover that something is incorrect without waiting for an adult to announce it.

Montessori described this as the control of error.

That principle became enormously important in my own classroom.

Students worked together.

They used beads, number lines, counting frames, and rekenreks.

If a student needed help, the answer was not always another verbal explanation from the teacher.

Sometimes the student needed a different representation.

Sometimes the student needed to touch the mathematics.

Some workbook pages were mandatory.

Whether children had to suffer through them alone was not.

That part of the learning environment was ours to redesign.


Melody

Melody is the clearest example I know of what happens when observation takes priority over assumption.

She arrived in my classroom with an IEP addressing nearly every academic area.

By her own account, she could not reliably count to one hundred.

Addition and subtraction beyond single digits were difficult.

Her educational history could easily have become the explanation for what she was capable of doing.

It wasn't.

I sat her down with a hands-on counting frame.

Something started clicking.

She could see quantity.

She could feel the movement.

She could physically organize what place value meant.

The abstraction had been removed long enough for understanding to emerge.

She took the counting frame home.

She practiced.

And once she became genuinely fluent, I gave her something she had not expected.

I made her one of the classroom's mathematics educators.

She began running a small group.

She acted as if she had been handed superpowers.

At first, she wanted constant reassurance.

I taught her to sit shoulder to shoulder with the student she was helping rather than directly across from them. Numbers can look different when you're trying to explain them upside down.

It was a small adjustment.

But it gave her a physical way to occupy the role of teacher.

And as her students succeeded, something else began to change.

The self-doubt started disappearing.

From the counting frame, Melody moved to other materials.

The stamp game.

Golden beads.

The bankers game.

Each transition became easier because the underlying developmental sequence was beginning to make sense.

By fifth grade, after years in pull-out special education, she tested into the high mathematics group.

She had made extraordinary growth.

But the number isn't the part I remember most.

I remember the transformation from:

I can't do this.

to:

Let me show you.

That is Rule 64.

Individualization begins with observation, not paperwork.

Her file told me where she had been.

The materials showed me what she could do next.


Every Plan Is a Hypothesis, Not a Verdict

It became routine in my classroom to question a written goal when the evidence in front of us contradicted it.

Sometimes that meant calling for an IEP review earlier than anyone expected.

A goal projected to take months might be surpassed in weeks.

A student who had shown little measurable progress in mathematics for years could suddenly experience genuine breakthroughs after receiving access to materials that made the concept visible.

At that point, the written plan had a choice to make.

It could pretend the original prediction was still correct.

Or it could change.

A written goal is a hypothesis.

It is an educated prediction about what a child may learn, how quickly they may learn it, and what support they may need.

It is not a verdict.

The moment the evidence proves the prediction wrong, the plan should change.

Not the child.

That principle shaped the way I taught mathematics.

Whenever possible, new learning began with something concrete.

Something a student could manipulate.

Then we moved toward a picture or representation.

Then toward symbols and abstraction.

Concrete.

Pictorial.

Abstract.

And when a student became confused at the abstract level, they could travel back down the ladder.

That wasn't failure.

It was strategy.

Students learned that they did not have to remain trapped at the highest level of abstraction simply because they had reached a particular age or grade.

They could go back to the tool.

They could make the invisible visible again.

And then they could try.

Again.

That word matters.

Again.

A Mastery Contract has to include room for the second attempt.

The third attempt.

The return.

The revision.

Because forgetting is not proof that learning never happened.

It is information.

And information should lead somewhere.


Celebrate Growth Against the Child's Own Starting Line

Melody's growth matters differently once you know where she started.

A rigid grade-level comparison could have described her as behind for much of her educational life.

Her own starting line told a different story.

She was moving.

Rapidly.

Her growth was real.

Rule 66 asks teachers to hold two ideas at once.

Yes, grade-level expectations matter.

Students deserve access to the knowledge and skills expected of their peers.

But a grade-level line is not the only line that matters.

We also need to know:

Where did this child begin?

How far have they come?

How much have they learned?

What changed because of the instruction?

A child who gains three and a half years in mathematics has accomplished something extraordinary, even if the system can still identify skills that remain unfinished.

Both things can be true.

The problem begins when we allow one truth to erase the other.

Children deserve to know where they are working toward.

They also deserve to know how far they have already traveled.


The Ultimate Goal Was Never a Two Sigma Score

This brings the book back to Benjamin Bloom.

The entire structure of this book began with the Two Sigma Problem.

How do we create classrooms capable of approaching the advantages that one-to-one tutoring can provide?

But a Two Sigma score was never the actual destination.

A score is evidence.

It is not the reason.

Every foundation in this book—

The Sanctuary.

The Structure.

The Dosage.

The Bridge.

The Multiplier.

The Joy Engine.

The Mastery Contract.

—exists for something more important than a number.

The ultimate goal is a specific child, on a specific day, finally believing something they have not yet been given enough evidence to believe.

I can learn.

That sentence is the real outcome.

Everything else is evidence.


The Road Has to Be Clear for Everyone Standing on It

One final condition has to be true.

The road to mastery must be visible to everyone responsible for helping the child travel it.

The teacher.

The student.

The family.

If the teacher understands the plan but the child doesn't, the plan is incomplete.

If the parent receives a document full of educational terminology but cannot identify what to practice at home, the plan is incomplete.

If the student has no idea what they are trying to master next, the plan is incomplete.

That is why I call it a contract.

A contract is shared.

It names responsibilities.

It makes expectations visible.

And it points forward.

A mastery plan should answer five questions:

What have I mastered?

What am I working on now?

What comes next?

What do I do if I forget?

What can I practice today?

Everything in this chapter eventually comes back to those five questions.


Where This Connects Back to Bloom

Every chapter in this book has made a connection to Bloom's Two Sigma Problem.

This chapter closes the loop.

A skilled tutor knows, almost automatically, where a child is.

The tutor notices hesitation.

The tutor changes the explanation.

The tutor recognizes when a skill is mastered.

The tutor knows what comes next.

The tutor revises the plan continuously.

The tutor is, in effect, a living Mastery Contract.

A classroom teacher does not have that advantage automatically.

Twenty-five children require something more explicit.

The teacher needs systems.

Evidence.

Records.

Clear goals.

Flexible groups.

Visible next steps.

The Mastery Contract is an attempt to build, deliberately, what the tutor provides naturally.

Build the paperwork a tutor never needed so that a classroom can approximate what one child sitting across from one adult already had for free.

That is the argument of this chapter.

And perhaps, in a different form, the argument of the entire book.


The Ten Rules of the Mastery Contract

61. [Foundation] Don't Move On Because the Calendar Says So; Move On Because Learning Has Happened.

Why it matters:
The end of a semester does not prove mastery. A calendar can organize instruction, but it cannot substitute for evidence that learning occurred.

What it looks like:
A student receives another opportunity to demonstrate mastery rather than carrying an identified gap forward without a plan.

What it requires:
Build legitimate opportunities for reteaching, practice, and reassessment into the instructional structure.


62. [Foundation] Measure Progress So Students Can See Themselves Growing.

Why it matters:
Students need evidence of their own growth. A named competency can tell a child more about what they have learned than a vague sense of "doing better."

What it looks like:
A student can identify a specific skill they can do now that they could not do before.

What it requires:
Use measures precise enough to identify actual competencies, not merely broad aggregate scores.


63. [Foundation] Know the Child Behind the Score.

Why it matters:
Every score compresses information. The more information we collapse into a single number, the more likely we are to lose sight of the specific skill that needs attention.

What it looks like:
A teacher can identify the particular knowledge or subskill creating difficulty rather than simply describing the student as low-performing.

What it requires:
Look beneath every significant score and identify the competencies that produced it.


64. [Foundation] Individualization Begins With Observation, Not Paperwork.

Why it matters:
A file can describe a child's history. It cannot always predict what will happen when the right materials and instruction finally meet that child.

What it looks like:
A teacher changes their understanding of a student after observing what happens during real work with real materials.

What it requires:
Watch students closely. Put meaningful tools in their hands before assuming that the paperwork has already told you everything important.


65. [Foundation] Every Plan Is a Hypothesis, Not a Verdict—Revise It When the Child Shows You It Is Wrong.

Why it matters:
A goal written in September has no authority over what a child demonstrates in October.

What it looks like:
A written plan is revised because the student has outgrown the original expectation.

What it requires:
Use frequent checkpoints and allow evidence—not the calendar—to determine when a plan needs revision.


66. [Practice] Celebrate Growth Against the Child's Own Starting Line, Not Just the Grade-Level Line.

Why it matters:
A child can still have work ahead while making extraordinary progress. Both truths deserve to be visible.

What it looks like:
Progress reports acknowledge both the student's current level and the distance the student has traveled.

What it requires:
Track growth against each child's baseline as well as against external expectations.

Why it matters:
Scores matter because they can provide evidence of learning. They are not the purpose of learning.

What it looks like:
A student who previously avoided a subject begins attempting difficult work because they now believe success is possible.

What it requires:
Never allow a score to become the ultimate destination. Treat it as evidence of a deeper transformation in capability and belief.


68. [Practice] Every Mastery Plan Should Show, in Plain Language, What Is Mastered and Exactly What Comes Next.

Why it matters:
A useful plan points forward.

What it looks like:
A student can read their own learning plan and explain what they have mastered, what they are working on, and what comes next.

Write goals in clear, forward-looking language: mastered, current, next.


69. [Practice] If a Parent Cannot Read the Plan and Know What to Work On Tonight, the Plan Has Not Done Its Job Yet.

Why it matters:
Clarity for the professional who wrote the plan is not the same thing as clarity for the family responsible for living inside it.

What it looks like:
A parent can identify one meaningful practice focus without requiring an educational interpreter.

What it requires:
Write plans for people who do not speak professional jargon.

Why it matters:
Learning is not a straight line. A forgotten skill is information about what needs attention, not evidence that a child has failed.

The purpose is the opposite.

It is meant to reduce ambiguity.

How to Use the Contract

1. Record mastery from repeated evidence.

A skill belongs in the mastered section when it has been demonstrated consistently.

One successful test is evidence.

Repeated success is stronger evidence.

2. Keep the current focus narrow.

A student should be able to name what they are working on.

"Improve reading" is not a useful current goal.

"Read multisyllabic words using known syllable patterns" is closer.

3. Always make the next step visible.

Do not wait until the current skill is finished before deciding what comes next.

The visible next step is what turns a status report into a forward-pointing contract.

4. Write the forgetting pathway before it is needed.

Students should already know what happens when they forget.

The response should be routine.

Return.

Practice.

Demonstrate.

Continue.

5. Make the home focus concrete.

Give families one clear thing.

Not an entire curriculum.

Not an educational report.

One useful action.

6. Update the plan when the evidence changes.

The review date should not become a barrier to responding to new information.

If a student outgrows the plan, revise the plan.

7. Give the student ownership.

Whenever developmentally appropriate, the student should read the contract, discuss it, and participate in setting the next step.

A plan a child cannot understand is difficult for that child to own.


Common Mistakes

  • Declaring mastery from one isolated assessment.

  • Listing too many current goals.

  • Leaving the next step invisible.

  • Writing the plan in professional jargon.

  • Treating forgetting as an emergency.

  • Allowing a review date to matter more than current evidence.


Grade-Level Variations

Younger students: Use pictures, icons, and concrete language. Keep the current goal highly specific.

Older students: Involve students in identifying evidence, setting next goals, and explaining their own progress.


What Success Looks Like

A parent can identify the current focus.

A student can explain what comes next.

A teacher can explain why the current goal was selected.

And when forgetting occurs, everyone knows what to do.


The Concrete–Pictorial–Abstract Ladder

Why It Matters

Students should not be forced to begin with symbols.

Many concepts become understandable when children can first manipulate something concrete.

The sequence is simple:

Concrete.

Pictorial.

Abstract.

And students should always be allowed to travel backward.


The Protocol

1. Begin with something concrete.

Use objects, manipulatives, movement, or real situations that allow students to experience the concept.

2. Move to representation.

Once students understand the physical experience, represent it with pictures, diagrams, drawings, or models.

3. Introduce abstraction.

Only after students understand the underlying relationships should symbols and notation become the primary representation.

4. Teach students to travel backward.

When abstraction becomes confusing, return to the concrete or pictorial stage.

This is not failure.

It is strategy.

5. Allow students to choose the tool they need.

Different students may require different representations at different times.

Mastery is not demonstrated by refusing to use tools.

It is demonstrated by understanding.


Common Mistakes

  • Moving to abstraction too quickly.

  • Treating manipulatives as remedial tools.

  • Removing concrete materials because students have reached a particular age.

  • Assuming every student needs the same representation.


What Success Looks Like

A student independently selects a tool when a problem becomes difficult.

The student knows how to make an abstract problem visible again.

And over time, the abstraction becomes meaningful because it rests on something real.


Data-Driven Regrouping

Why It Matters

This is the practical mechanism behind mastery learning.

Teach.

Measure.

Regroup.

Respond.

Repeat.

The data should change the instruction.

Otherwise, collecting the data was largely an administrative exercise.


The Protocol

1. Teach a specific skill.

The target should be clear enough to measure.

2. Assess that skill directly.

Avoid broad assessments when the question is narrow.

3. Regroup according to evidence.

Students who demonstrate mastery can move forward.

Students who need more support receive targeted instruction.

4. Let the schedule bend.

Different groups may need different amounts of time.

The schedule should serve learning.

5. Repeat the cycle.

Mastery learning is not a quarterly event.

It is an instructional rhythm.


Common Mistakes

  • Assessing something too broad to guide instruction.

  • Creating groups that never actually change.

  • Giving every group the same next lesson regardless of the evidence.

  • Protecting the schedule at the expense of the learning.


What Success Looks Like

Groups are fluid.

Instruction changes.

Students move.

The schedule reflects the evidence rather than forcing the evidence to justify the schedule.


The Responsive IEP/IUP Review

Why It Matters

An IEP goal is a prediction.

And predictions should be revised when the evidence changes.

A student should not have to wait for an annual meeting to have a goal reconsidered if the student has already surpassed it.


The Protocol

1. Collect dated evidence continuously.

Work samples.

Fluency measures.

Demonstrations.

Observations.

Keep the evidence.

2. Notice when the child outpaces the goal.

Do not treat unexpected success as an inconvenience.

Treat it as information.

3. Request a review when appropriate.

If the evidence demonstrates that the written expectation is no longer adequate, the plan deserves reconsideration.

4. Bring evidence, not impressions.

Show what the student has actually done.

5. Write the next goal forward.

Do not simply stretch the old goal.

Ask what the student's new evidence makes possible.


Common Mistakes

  • Waiting for a calendar date when evidence clearly calls for review.

  • Relying on impressions rather than documentation.

  • Raising expectations only slightly when the student has demonstrated a much larger change in trajectory.


What Success Looks Like

The written plan responds to the child.

The child does not remain trapped inside an outdated prediction.


Where They Are Now

Yvette read Clifford the Big Red Dog to her mother, cover to cover, at the end of that first year, and her mother cried.

Omar's decoding and comprehension gap closed enough that he went on to a full scholarship at UCLA in computer science.

Oscar came back years later, at a school festival, to say that he could finally read.

Grace went from a second-grade reading level to a seventh-grade level in twenty days, skipped two grades, and called years later, freshly graduated with her bachelor's degree and beginning a master's program, to ask if I had finally written the book.

This chapter now functions as the culminating foundation chapter of the book. Its central idea is much sharper:

A tutor carries the child's learning plan in their attention. A classroom must build that attention into its systems.

That is why The Mastery Contract is the right final foundation before the conclusion. It gathers everything that came before it and asks the final practical question:

Now that we have built the room, how do we know exactly where each child goes next?

Chapter 7: The Mastery Contract

I studied at Uppsala University in Sweden in 1998 and 1999, in a program on educational policy and multicultural education — looking at how different countries actually structure their pedagogy, not just how they talk about it. There were no letter grades. Every class ran on pass or high pass, and if you didn't pass, you redid the assignment or retook the test. That was the whole system. Every student had something called an individuell utvecklingsplan — an individual development plan, the IUP — that laid out, in plain language, exactly what a given competency looked like at each level, so a parent, a teacher, or the student themselves could look at it and know immediately, with no guesswork, exactly what a child could and couldn't yet do.

When I came back to Tucson to finish my bachelor's degree in elementary education, the contrast between what I'd just spent a year inside and what I found waiting for me at home was disheartening in a way that's never fully left me. I graduated in 2000 and was immediately offered a position as a self-contained, cross-categorical special education teacher — even though I wasn't yet certified in special education. At the time, you could take the job under an emergency certification while working on the credential, and the district liked that I was already committed to finishing a master's in the field. I learned an enormous amount on the job that first year, with the special education staff at my school serving as a real sounding board, walking me through how to actually write and use an IEP's goals and objectives instead of just filling one out on paper.

Part of that early training was in Success for All, and I didn't have the language for it yet, but SFA's own instructional cycle was mastery learning, full stop. You finished a set of lessons, and then every child was evaluated: did they pick up the phonics, the phonemic awareness, the reading fluency, the comprehension, the word analysis. That data decided which group a child moved into next — forward if they'd mastered it, back into reteaching if they hadn't. My classroom ran two ninety-minute SFA blocks a day, and those blocks weren't fixed; if the data showed a group needed more auditory discrimination work, or more songs to build phonemic awareness, the schedule bent to fit that need instead of the other way around. Having that data in hand, constantly, was what let me actually help kids meet their goals and objectives instead of guessing at what they needed. And those goals and objectives were genuinely clear back then — spelled out competencies, not vague language. When a large share of that clarity got stripped out of the IEP process by the 2004 reauthorization of the Individuals with Disabilities Education Act, which eliminated the requirement for short-term objectives and benchmarks for all but a small percentage of students, it cost the system one of the most useful things it had ever had.

A Contract Has to Point Forward

Here is the part of the IUP that I think matters most, and it's almost embarrassingly simple once you say it out loud: it always pointed forward. This is the skill you've mastered. This is the next one up. This is what you're working on today. This is what you'll be working on tomorrow. That's it. That's the whole contract. It was pure common sense, laid out so plainly that a child could read their own plan and understand it, and if you forgot something along the way, the plan didn't treat that as a crisis — it just said, clearly, go back, retry this, and continue forward. A mastery contract that doesn't point forward isn't a contract. It's just a record of where a child currently stands, which is a very different and much less useful document.

Move On Because Learning Happened, Not Because the Calendar Says So

Rule 61 is that same Swedish model in one sentence, and it's worth sitting with how radical it actually is next to how American schools typically operate. Pass or redo isn't a punitive system. It's simply an honest one — it refuses to let a semester's end substitute for actual demonstrated competence. I've watched what happens on the other side of that honesty in my own country: after the disruptions of the pandemic, plenty of students discovered they could do close to nothing and still be passed along to the next grade, and we are only now watching that debt come due, as literacy scores keep sliding and even elite universities are reporting incoming students who struggle to finish an assigned book. Martin West, academic dean and professor of education at the Harvard Graduate School of Education, has said publicly — on Harvard's own "Harvard Thinking" podcast, discussing the National Assessment of Educational Progress data — that American students' literacy skills peaked in roughly the middle of the last decade and have fallen significantly since, a decline that predates the pandemic even if COVID accelerated it. That's not a college problem. That's a foundation-of-mastery problem, showing up years later exactly where you'd expect it to.

What You Measure Changes What You See

I've mentioned the Brigance Inventory of Basic Skills throughout this book because it's normed and standardized in a way a classroom quiz never is — it tells you, specifically, that a competency has been mastered, not just that a percentage was earned on a particular Tuesday. That's Rules 62 and 63 together: measure progress so a child can actually see themselves growing, and know the child behind the score well enough that the score never becomes the whole conversation. A grade collapses a hundred different pieces of information into one number. A real competency measure tells you which of those hundred pieces is still missing.

Individualization Begins with Observation, Not Paperwork

Early in my career, teaching a self-contained K–5 classroom, I called the Everyday Math coordinator with an honest question: how was I supposed to teach kindergarten through fifth grade content in the same room, at the same time? Her advice reshaped how I taught for the rest of my career. Do a short lesson on the day's main topic, she said, and then get out the games and let the class play them for the rest of the ninety-minute block. I was skeptical. Then I watched it work — real numeracy, real subitizing, real number sense, built almost entirely through play, in a room full of kids meeting their actual IEP goals and objectives while having what looked, from the doorway, like recess. I later learned that a large share of those Everyday Math manipulatives traced straight back to Maria Montessori's own materials, and once I saw that connection, I went looking for her original work and became something close to a devoted student of it.

What I borrowed most directly from Montessori was the idea of a prepared environment — materials arranged so that a child could see, visually, whether their own work was correct, without waiting for an adult to confirm it. Montessori built this into the materials themselves through what she called control of error, and she paired it with command cards that walked a child step by step through a process, so the material itself carried a good share of the instruction. We used that same logic constantly, even on the days we were required to do workbook pages: kids worked the problems in pairs, buddy to buddy, and if either partner needed support, they'd go get the beads, a number line, or the rekenrek — an arithmetic rack invented in the Netherlands, sometimes confused with the separate "Danish abacus," ten beads to a row, five and five, color-coded to make quantity visible at a glance. A worksheet stayed mandatory some days. Whether a child suffered through it alone or worked through it with real materials and a partner was never mandatory. That part we always controlled.

Melody is the clearest proof I have of what that combination can do. She came to me with an IEP covering nearly every academic area, and by her own account she couldn't reliably count to a hundred or manage addition and subtraction beyond single digits. I sat her down with a hands-on counting frame, and something started clicking almost immediately — she could feel, physically, what place value meant for the first time, and she took the counting frame home to keep practicing on her own. Once she was genuinely fluent with it, I made her one of the classroom's math educators, running a small group of her own. She acted like she'd been handed superpowers. She still wanted regular reassurance at first — I taught her to sit shoulder to shoulder with the student she was helping instead of across the table, since a number looks different upside down — but that self-doubt faded fast as her group kept succeeding under her. From the counting frame, she moved into the stamp game, the golden beads, the bankers game, each transition easier than the last because the developmental sequence underneath all of them was the same one Montessori had already mapped out, decades before I needed the map. By fifth grade, after years in pull-out special education, she tested into the high math group and had grown three and a half years on her MAP math score in far less time than that. That's Rule 64, made as concrete as I know how to make it: individualization didn't begin with a paperwork review of her file. It began with watching what actually happened once real materials were in her hands.

Every Plan Is a Hypothesis, Not a Verdict

It became routine in my classroom to call an IEP meeting early — sometimes just weeks into a goal — because a written objective had already been proven too conservative by what a child was actually doing with the rekenrek. Kids who had shown no real progress in math for years would pick up genuine understanding within weeks of getting their hands on concrete materials, having what amounted to a small breakthrough on a near-weekly basis. We used dice. We used a simplified version of the Japanese soroban, and I'd show students footage of children in Singapore doing rapid mental arithmetic with an imaginary abacus, fingers moving through the calculation long after the physical tool was gone — proof, plain to a room of nine-year-olds, that a skill built through the hands doesn't fade the way a memorized fact does. Every lesson started concrete, moved to pictorial, and only then reached the abstract, so a student could travel back down that ladder any time the abstract version got away from them. What surprised me most, watching this happen year after year, was that the forgetting curve seemed to simply stop applying. Kids who'd hit a wall for years started asking for harder problems, because for the first time the material felt less like a test they kept failing and more like a game they'd finally learned the rules to. Rule 65 exists because of exactly this: a written goal is a hypothesis about how fast a child will learn something, and the moment the evidence in front of you outruns that hypothesis, the plan has to change, not the child.

Celebrate Growth Against the Child's Own Starting Line

Melody's three and a half years of growth only means something once you know where she started. A grade-level cutoff would have called her a failure for most of her time in that room. Her own starting line called her exactly what she was: a student making some of the fastest real progress in the building, on her own timeline, which is the only timeline Rule 66 ever asks a teacher to actually honor.

A Word Worth Getting Right

I want to be honest about something rather than paper over it. Sweden's educational culture has a real, specific term for the level of mastery at which a student is trusted to teach or hand a skill off to someone else — the same idea this book has been building since the Sage role in Chapter 2 and Rosa's writing classroom in Chapter 5. I remember it beginning with the letter A, and I remember the larger system it belonged to being carefully graduated, with real clarity about what each rung of competence looked like. I searched for it while preparing this chapter and couldn't confirm it with the confidence I'd want in a book meant to last — Sweden's modern A–F grading scale wasn't even the system in place during my own time at Uppsala, so if that's what I'm half-remembering, the timeline doesn't line up cleanly, and I don't want to hand you a false match dressed up as certainty. I'd rather leave the placeholder here than guess. If you have contacts from your time at Uppsala who could confirm it, that single word would be a remarkable thing to close this section with.

The Ultimate Goal Was Never a Two Sigma Score

Rule 67 brings this book back to where it started: Benjamin Bloom's 1984 challenge, the two standard deviations a private tutor produces that a room of twenty-five has struggled to match ever since. Every foundation in this book — the Sanctuary, the Structure, the Dosage, the Bridge, the Multiplier, the Joy Engine, and now the Mastery Contract — was never actually chasing a score. A score was only ever a byproduct, a number that happens to move when the real thing is happening underneath it. The real thing was always a specific child, on a specific day, finally believing something nobody had given them permission to believe before: I can learn.

The Road Has to Be Clear for Everyone Standing on It

One more thing has to be true for any of this to work, and it's easy to take for granted after twenty-some years of building it: the road to mastery has to be clear to every single person who has a stake in it — the teacher, the child, and the parent — or it isn't actually a contract, it's just paperwork one side understands and the other two are expected to trust blindly. That's worth three rules of its own, closing out this foundation the same way the other six were closed out, ten rules deep instead of seven.

Where This Connects Back to Bloom

Every other chapter in this book has had to make its Two Sigma connection explicit, because the mechanism was doing its work quietly, underneath a story. This chapter doesn't need that same move, because Rule 67 already says it outright: the entire book has been chasing a tutor's advantage, chapter by chapter, without ever pretending a classroom could replicate a tutor's ratio. What the Mastery Contract adds, at the very end, is the one thing a tutor provides automatically and a classroom has to build on purpose — a plan that actually knows where a specific child stands today, and points, in plain language, at exactly what's next. A tutor never needs a written contract for this, because the tutor is the contract, updated in real time, every single session. A classroom of twenty-five needs the document precisely because the ratio doesn't allow that constant, wordless updating — so the contract has to do, on paper, what a tutor's attention does automatically. That's the whole chapter, and arguably the whole book, in one sentence: build the paperwork a tutor never needed, so a room of twenty-five can approximate what one child, sitting across from one adult, already had for free.

The Ten Rules

61. [Foundation] Don't move on because the calendar says so; move on because learning has happened.

Why it matters: Sweden's pass-or-redo model isn't punitive. It's just honest about what a semester's end can and can't prove.

What it looks like: A student redoing an assessment until it reflects genuine mastery, rather than moving on with a documented gap nobody plans to revisit.

What it requires: Build real redo opportunities into your grading structure, rather than treating a test date as the final word on what a student knows.

62. [Foundation] Measure progress so students can see themselves growing.

Why it matters: A normed, standardized measure of a specific competency tells a child something a percentage grade never can.

What it looks like: A student pointing to a specific, named skill they've gained, rather than a vague sense of "doing better."

What it requires: Use assessment tools precise enough to name a specific competency, not just produce an aggregate score.

63. [Foundation] Know the child behind the score.

Why it matters: A hundred pieces of information collapsed into one number will always hide which of those hundred pieces is still missing.

What it looks like: A teacher who can name exactly which sub-skill is holding a student back, not just that their overall score is low.

What it requires: Look past the aggregate number to the specific competencies underneath it, every time a score raises a question.

Common mistakes. Writing "What You've Mastered" from a single assessment instead of repeated evidence. Leaving "What Comes Next" blank until the current skill is finished, which turns a forward-pointing contract back into a backward-looking status report. Writing the "Tonight's Focus" section in professional jargon a parent has to decode. Treating the review date as fixed regardless of what the evidence shows in between.

Grade-level variation. For younger students, use pictures or simple icons alongside the written skill descriptions, and keep "What You're Working On" to something very concrete. For older students, involve them directly in filling out their own "What Comes Next" section, as a step toward genuine ownership of their own learning trajectory.

What success looks like. A parent can identify tonight's focus without asking the teacher to clarify. A student can explain their own plan, in their own words, to someone else. A forgotten skill gets handled calmly, using the plan's own built-in retry pathway, without anyone treating it as a crisis.

The Concrete-Pictorial-Abstract Ladder

Why it matters. A skill built through the hands doesn't fade the way a memorized fact does — this is the sequencing that makes that true on purpose, giving a student a way back down the ladder any time an abstract concept gets away from them.

Materials needed. Concrete manipulatives appropriate to the skill (a rekenrek or bead frame for place value, physical counters, real objects); pictorial representations (drawings, diagrams) as a bridge step; abstract notation (numerals, symbols) as the final stage.

The protocol, step by step:

  1. Start every new concept with concrete materials a student can physically manipulate — never introduce the abstract symbol first.
  2. Move to pictorial representation once the concrete stage is genuinely fluent — drawings or diagrams that represent the same concept without the physical object in hand.
  3. Only then introduce the abstract symbol or notation, once both earlier stages are solid.
  4. Explicitly teach students to travel back down the ladder when an abstract problem confuses them — this is not remediation, it's the normal use of the tool.
  5. Let students self-select which rung they need for a given problem, rather than assuming everyone should be working purely abstractly by a certain age.

Common mistakes. Rushing to the abstract stage before the concrete and pictorial stages are genuinely fluent. Treating a student's need to return to concrete materials as a sign of falling behind, rather than a normal and effective strategy. Only offering the ladder to students already flagged as struggling, rather than making it available to everyone.

Grade-level variation. For younger students, expect to spend much more time at the concrete stage before moving on. For older students working with more abstract content, the "concrete" stage might be a real-world application or scenario rather than a physical manipulative — the same three-stage logic still applies.

What success looks like. A student independently returning to a concrete tool when an abstract problem confuses them, without prompting or embarrassment. A skill that was built through the hands still holding up months later, without the re-teaching a purely memorized fact would need.

Data-Driven Regrouping

Why it matters. This is the actual mechanism behind Success for All's mastery-learning cycle, made explicit and usable outside of a specific commercial program: evaluate, regroup, and let the schedule bend to what the data shows, rather than the other way around.

Materials needed. A recurring, specific assessment tied to the actual skill just taught (not a generic quiz); a flexible grouping structure that can actually change based on results.

The protocol, step by step:

  1. Teach a tightly defined set of lessons aimed at a specific, nameable skill.
  2. Evaluate every student on that specific skill immediately afterward, using an assessment that actually measures it, not a general proxy.
  3. Regroup based on the results — students who've mastered it move forward; students who haven't go into targeted reteaching, not just a slower version of the same lesson.
  4. Let the schedule bend to the data, not the reverse. If the results show a group needs more time on a sub-skill, that group gets more time, even if it means the schedule looks different than another group's.
  5. Repeat on a genuine cycle — this isn't a once-a-quarter event, it's the regular rhythm the instructional block runs on.

Common mistakes. Evaluating with an assessment too broad to isolate the actual skill just taught. Regrouping in name only, while actually teaching every group the identical next lesson regardless of the data. Treating the schedule as fixed and trying to fit the data around it instead of the other way around.

Grade-level variation. For younger students, keep the evaluated skill very narrow and the cycle short (days, not weeks). For older students, the cycle can run longer, but the core discipline — evaluate, regroup, let the schedule bend — stays the same.

What success looks like. Groups that are visibly fluid across the year, not static from September to June. A schedule that looks different from group to group based on real, current data, not a fixed template applied uniformly.

The Responsive IEP Review

Why it matters. An IEP goal is a hypothesis, not a verdict, and this protocol makes it easy to actually act on that principle instead of just believing it — calling a review the moment the evidence outpaces the plan, rather than waiting for the scheduled annual date.

Materials needed. Ongoing, specific progress data (not just the annual assessment); a clear, low-friction process for requesting an early review.

The protocol, step by step:

  1. Track specific, dated evidence of progress continuously, not just at formal checkpoints — a work sample, a fluency count, a demonstrated skill, with a date attached.
  2. Set an internal trigger for when evidence clearly outpaces the written goal — for example, a goal projected to take a semester being met in under a month.
  3. Request an early review as soon as that trigger is hit, rather than waiting for the annual date, framing it plainly: the goal was too conservative, and the child has already proven it.
  4. Bring the dated evidence to the review, not just an impression — show the specific work that demonstrates the goal has been surpassed.
  5. Write the new goal to point forward immediately, per the Mastery Contract template above, rather than simply extending the old one.

Common mistakes. Waiting for the annual review out of habit even when the evidence clearly warrants an earlier one. Bringing a general impression to the review instead of specific, dated evidence. Rewriting a surpassed goal as a slightly harder version of itself instead of genuinely revising the trajectory.

Grade-level variation. For younger students, evidence can often be gathered through simple daily observation and doesn't need to be formal. For older students, involve them in identifying and presenting their own evidence that a goal has been outpaced — a real step toward the self-advocacy they'll need in high school and beyond.

What success looks like. IEP reviews that happen when the evidence calls for them, not just when the calendar does. A student who can articulate, in their own words, that they've outgrown a goal and are ready for the next one.


Where They Are Now

Yvette read Clifford the Big Red Dog to her mother, cover to cover, at the end of that first year, and her mother cried. Omar's decoding and comprehension gap closed enough that he went on to a full scholarship at UCLA in computer science. Oscar came back years later, at a school festival, to say he could finally read. Grace went from a second-grade reading level to a seventh-grade level in twenty days, skipped two grades, and called years later, freshly graduated with her bachelor's degree and starting a master's program, to ask if I'd finally written the book. Rosa became her own classroom's writing teacher before she'd finished fourth grade. Melody went from unable to reliably count to a hundred to teaching her own small group and testing into the high math group two years later. None of them got there because a pacing guide said it was time. They got there because somebody built a room with a very clear picture of what mastery actually looked like, handed them real tools instead of a worksheet, and then waited exactly as long as each of them actually needed — no longer, and no shorter.

Seven foundations. Seventy rules. One argument, made from the inside of a real classroom instead of a policy memo: a child given belonging, protected time, real volume of practice, genuine cognitive access, distributed attention, real joy, and an honest, individualized, forward-pointing measure of their own growth will do things no test designed for an average child could have predicted. That's not a theory. It's Yvette, Omar, Oscar, Grace, Melody, and Rosa, in that order, over more than twenty-five years. What's left is to see all seven foundations as one machine, working together, instead of seven separate chapters read one at a time — and that's exactly what the Conclusion is for.
