Distributed Expertise
When I moved from special education into general education, I inherited the only sixth-grade class in the building: thirty-four students, the largest class I had ever taught and, by nearly every measure the district tracked, the lowest-performing sixth grade in the district.
Most of these children had not experienced much academic success. Many had not experienced much behavioral success either. Their parents were already dreading middle school, convinced that the next chapter would be even more difficult than elementary school had been.
The school's primary answer to behavior, for much of these students' academic lives, had been a place called the Responsibility Room. If you misbehaved, you spent your lunch period there, sitting quietly as a consequence.
Some students had spent so much time in that cycle that the staff had a name for them: Responsibility Room lifers.
It had not worked as a deterrent in second grade. It certainly was not working in sixth.
By that point, nobody was really trying to solve the underlying problem anymore. Detention had quietly become the plan.
I came into that classroom knowing that cooperative learning could work. I had built much of my teaching career around Kagan Cooperative Learning structures at a Success for All school where every child, down to kindergarten, learned routines such as Think-Pair-Share and Turn-and-Talk from the beginning of their education.
What I had not fully appreciated was how much of that success depended on the entire school sharing the same expectations.
This school had none of it.
There were no common transition routines. No shared signals for attention. No consistent expectations for lining up, working with a partner, or moving from one activity to another. Many students did whatever they wanted because, for years, disruptive behavior had often been absorbed rather than systematically addressed.
And what you consistently ignore, you eventually promote.
So I began building from zero.
I layered Kagan Cooperative Learning onto Whole Brain Teaching—then known as Power Teaching—and spent the first block of the year building routines. I was not trying to teach thirty-four students how to behave in my classroom.
I was trying to teach thirty-four students how to function together.
It took twenty days.
Twenty days to transform a room that ran on chaos into a room that could actually work. Transitions that once consumed ten minutes collapsed into seconds. Partner conversations became purposeful. Students learned when to listen, when to speak, when to move, and when to help one another.
That number stayed with me.
Years later, when I finally gave a name to the intensive literacy intervention I had been developing, I called it Reading Boot Camp—and I made it twenty days long.
Because twenty days was how long it had taken me to learn something fundamental:
Even a classroom with no shared structure can be rebuilt.
But only if you are willing to spend the time building the structure before demanding that the structure produce results.
The One-Teacher Bottleneck
That sixth-grade classroom made the arithmetic impossible to ignore.
One adult.
Thirty-four children.
And every explanation, correction, question, and piece of feedback bottlenecked through me.
That is Rule 41: Never leave two dozen potential teachers sitting silently while one adult does all the teaching.
This is not merely a metaphor.
It is a queue.
A teacher explaining one concept to one struggling student while twenty-nine others wait is not falling behind because she is ineffective. She is falling behind because the mathematics of the classroom was broken before she opened her mouth.
The traditional model looks something like this:
Teacher → Students
Everything flows outward from one person.
Distributed expertise changes the structure:
Teacher ↔ Students ↔ Students ↔ Groups
Now explanation can happen in multiple places at once.
Questions can be answered by peers.
Feedback can be immediate.
A struggling student does not necessarily have to wait until the teacher becomes available.
The classroom begins to function not as one teacher serving thirty-four students, but as a network of learners capable of teaching, questioning, correcting, and supporting one another.
That does not mean every student suddenly becomes an expert.
It means every student becomes capable of contributing something.
And once that happens, the capacity of the room changes dramatically.
Buy-In Through the Hands
The first activity I used to convince thirty-four skeptical, rebellious sixth graders to trust cooperative learning was not an academic lesson.
It was a tissue-paper flower.
The project was simple enough to teach quickly but difficult enough to require persistence and attention. In Southern Arizona classrooms, tissue-paper flowers are familiar for a reason: with a little patience, inexpensive materials become something beautiful.
I demonstrated the process.
I made two or three flowers in front of the class.
Then I released the students to work.
But I did not say, "Go make your own."
Instead, I gave them a different instruction.
Turn to your partner.
Teach them the first step.
Then let your partner teach it back.
Continue one step at a time until the flower is finished.
Neither student was allowed to get there alone.
That was Rule 42: The student who explains learns twice.
A sixth grader teaching a partner how to fold tissue paper is practicing the same cognitive process required to explain a mathematical strategy, a scientific concept, or a vocabulary word.
Teaching requires another pass through the learning.
The student must organize the idea.
Translate it.
Explain it.
Notice where the other person becomes confused.
And sometimes discover, in the act of teaching, that they did not understand the material as well as they thought they did.
Beginning with something low stakes mattered.
A student could make a mistake with a tissue-paper flower without feeling academically exposed. They could practice explaining before I asked them to teach something where being wrong might feel embarrassing.
The hands built the habit.
The habit later carried the academics.
Vocab Candy, VKAT, and the Multi-Modal Teach
Whole Brain Teaching contributed one of the most efficient distributed-teaching mechanics I have ever used.
The activity was called Vocab Candy.
I would introduce a vocabulary word using multiple modalities at once: saying the word, creating a gesture, acting out a brief scene, sometimes incorporating a sign from American Sign Language.
Then I would clap my hands and say:
"Teach!"
Every student already knew whether they were Number One or Number Two at their table.
The designation instantly determined who would teach first and who would listen. Then the roles reversed.
Within seconds, every student in the room had gone from hearing the word to explaining it.
Sometimes they were teaching simultaneously—gesture for gesture, word for word.
Kagan Cooperative Learning provided many of the structures. Whole Brain Teaching provided another powerful set of routines.
Together, they became a multiplier.
The teacher explained it.
Then every student taught it.
This was also where my own multisensory approach to word learning—VKAT: Visual, Kinesthetic, Auditory, and Tactile—became especially powerful.
And this is where Marta's story comes back into the book.
You met Marta in Chapter 1.
She was the fourth grader whose stutter had been mocked. Afterward, she stopped raising her hand for weeks.
What I did not tell you then was what happened when she encountered this multi-modal teaching structure.
Marta struggled with spoken and written language. Her dyslexia made decoding difficult, and her stutter sometimes made speaking in front of others feel dangerous.
But she possessed an extraordinary kinesthetic intelligence.
She began inventing her own gestures for vocabulary words.
At first, she was simply adapting the signs and gestures I had taught. Then she began creating better ones.
The other students started adopting them.
Eventually, Marta became one of the people teaching the room.
The girl who had gone quiet after being mocked for her speech had discovered another channel for expression.
Gesture became a voice.
Movement became expertise.
Her difference had not disappeared.
The classroom had simply become large enough to recognize a strength that a traditional classroom might never have noticed.
That is Rule 43: Every student should have a partner, a voice, and a responsibility.
And voice does not always mean spoken language.
For some students, voice is gesture.
For others, it is art.
It may be building, drawing, demonstrating, organizing, coding, or explaining through action.
A classroom that recognizes only one kind of intelligence will silence many of its most capable students.
Marta became one of my teachers.
Not despite her difficulty.
Through a strength that had been sitting beside that difficulty the entire time.
When Students Become the Teachers
Every so often, we prepared to take our learning down the hall.
We became the teachers for kindergarten and first-grade students.
I told my sixth graders plainly what that meant.
We had to be leaders.
We had to be organized.
We had to know our routines.
We had to be polite and prepared.
We could not waste a younger child's time—or their teacher's time—fumbling through something we had failed to practice.
Nothing motivates a sixth grader to master a routine quite like knowing that a five-year-old is about to watch them perform it.
Leadership gave the structures a purpose.
Students were no longer learning cooperative routines simply because I required them.
They were learning them because someone else was going to depend on them.
That changes the work.
Responsibility becomes real when another human being is counting on you.
Real Cooperative Learning Is Not Group Work
This is the section I most want skeptical teachers, administrators, and school board members to read carefully.
Almost every adult carries the same memory of group work.
You did all the work.
Someone else did almost nothing.
Everyone received the same grade.
Your resentment was entirely justified.
That experience was not cooperative learning.
It was badly designed group work.
And the difference matters.
Rule 44: Cooperation without individual accountability is just group work.
In my classroom, cooperation did not mean students were simply placed at a table and told to work together.
There was no automatic safety in numbers.
Students had responsibilities.
Their participation was visible.
And their peers were allowed to hold them accountable.
I did not use permanently assigned seating. Groups changed. Sometimes students worked beside friends. Other times they worked beside students they did not particularly like.
That was intentional.
Learning to work productively with people you would not choose as friends is a real-life skill. Pretending otherwise does students no favors.
If someone consistently refused to participate—coasting while everyone else worked—their own group often brought it to my attention.
"We're trying to work, but they aren't participating."
That was not tattling.
It was accountability.
And accountability had consequences.
Students who repeatedly refused to participate lost access to some of the privileges connected to our cooperative classroom: Fun Friday, handicraft projects, games, baking, and other activities that made the classroom a community rather than simply a place to complete assignments.
In more serious situations, consequences could include lunch in the Responsibility Room.
The message was straightforward:
You belong here.
You are responsible to the people around you.
And belonging to a community carries both privileges and responsibilities.
The point was never exclusion for its own sake.
The point was to make participation meaningful.
Most students eventually made a calculation that every community member eventually has to make:
Cooperation was worth more than stubbornness.
Rosa and the Writing Multiplier
When Common Core arrived, writing instruction changed dramatically.
Our school did not have a coherent writing curriculum ready to meet the shift. Different teachers experimented with different approaches, but there was no unified system.
I reached out to the Institute for Excellence in Writing and asked whether I could experiment with Andrew Pudewa's Structure and Style materials in my fourth-grade classroom.
IEW eventually provided access to a substantial collection of materials.
I began teaching them.
And I immediately recognized the same problem I had encountered in every other part of the classroom.
I could not realistically deliver the entire system, deeply and effectively, to thirty-plus students by myself and expect every student to receive enough explanation and feedback.
So I used the multiplier.
I began with a small group of strong students.
I taught them directly.
They practiced with one another.
They learned the structures well enough to explain them.
Then the expertise began to spread.
One of those students was Rosa—a pseudonym, like every student name in this book.
I had known Rosa since Saturday kindergarten.
She was energetic, sharp, confident, and already possessed a powerful instinct for writing.
Structure and Style gave that instinct a system.
She learned rapidly.
She worked through material with remarkable intensity, studying keyword outlines, summarizing, paraphrasing, and the process of reconstructing ideas from notes.
The approach reminded me of Benjamin Franklin's description of teaching himself to write. Franklin described reading essays he admired, reducing them to notes, setting those notes aside, and later attempting to reconstruct the original ideas in his own language before comparing his work to the source.
The process forces the learner to do more than copy.
It requires attention to structure.
Organization.
Word choice.
And the movement of thought.
Rosa absorbed those ideas and began teaching them.
She eventually built a small cadre of student helpers, including a special education student who became one of her closest collaborators and friends.
Together, they helped run writing workshop centers.
Students who had mastered the process were teaching students who were learning it.
And while those centers operated, I could work with smaller groups of students who needed direct instruction.
That year, more students in our class earned the highest score on the writing assessment than we had seen before.
This was one class, one year, not a controlled study.
But I know what made the difference.
It was not the curriculum alone.
And it was certainly not me alone.
It was Rosa.
It was her fellow student-teachers.
It was the decision not to treat mastery as a reason for a student to sit quietly and wait for everyone else.
That is Rule 45: Strong students should become contributors, not early finishers.
A student who masters something early should not automatically receive another worksheet.
They may be sitting on the most powerful instructional resource in the room.
Centers That Run Themselves
Distributed expertise only works when the structure underneath it is reliable.
While Rosa's writing centers operated—or while students worked with Montessori mathematics materials, games, handicraft, or vocabulary activities—I was often working at my own table with a small group.
I was reteaching.
Modeling.
Listening.
Working individually with a student who needed more than the whole group could provide in that moment.
The rest of the classroom could not depend on me.
It had to depend on the structures we had already built.
Centers generally operated in pairs or small groups of four.
The social expectations remained consistent:
Think with your partner.
Explain your thinking.
Teach before asking the teacher.
Ask for clarification.
Check your work.
Help without doing the work for someone else.
Because these routines existed everywhere, students did not have to learn a new set of social mechanics every time they entered a different station.
That consistency matters.
It is Rule 47: Pair thinking before public thinking.
Before a student performs for the room, they rehearse with another human being.
Before they answer publicly, they have tested their thinking.
Before they declare confusion to the teacher, they have usually had an opportunity to explain the problem to a partner.
The classroom becomes more forgiving because no student is constantly being asked to perform alone.
Glow and Grow
Peer feedback is one of the most important forms of distributed expertise.
We used a simple structure:
Glow and Grow.
A Glow was specific praise.
Not:
"Good job."
But:
"That opening sentence immediately made me want to keep reading."
A Grow was a specific suggestion for improvement.
Not:
"This is confusing."
But:
"This part would make more sense if you explained why the character made that decision before moving to the next event."
The distinction matters.
Praise alone does not improve work.
Criticism alone eventually discourages students from sharing it.
The two together create a feedback culture.
That is Rule 49: Peer feedback should be immediate, specific, and kind.
Rosa used Glow and Grow constantly in writing workshop.
Students began hearing feedback from one another in real time rather than waiting for me to take home thirty papers, mark them, and return them days later.
The feedback loop accelerated.
And the students learned something equally important:
Revision was not proof that they had failed.
Revision was part of the work.
Control of Error—and Why Students Finally Started Asking for Help
One of the most important changes in that classroom surprised me.
Because so much of our learning was visible—handicraft, games, manipulatives, collaborative writing, shared problem-solving—it became increasingly difficult for a student to fake participation.
This connects directly to a Montessori principle known as control of error.
Montessori designed many materials so that mistakes reveal themselves through the work itself. A piece does not fit. A count does not match. A pattern fails.
The student receives information from the material rather than waiting for an adult to announce failure later.
In a cooperative classroom, partners can become part of that control of error.
A worksheet can hide confusion beautifully.
A partner sitting three inches away who needs you to explain your thinking cannot.
Eventually, students began doing something I had not seen nearly as often in traditional classroom structures.
They started asking for help.
Sometimes a pair would raise their hands and say:
"Can another team help us understand this?"
And another pair would step in.
That is Rule 48: Build classrooms where students explain before the teacher rescues them.
The peer tutors were not supposed to provide answers.
They were supposed to explain.
Ask questions.
Model the process.
Help the other students regain ownership of the problem.
That distinction matters.
It is also Rule 46: Struggling students should receive help without surrendering responsibility.
The goal of help is not dependence.
The goal of help is capacity.
And something interesting happened.
Because students were receiving help from another student—someone who was giving up their own game, project, or activity time to assist them—they often listened differently.
Peer teaching carried a kind of urgency.
The help was immediate.
Personal.
And visible.
When the System Meets Resistance
None of this happened overnight.
Some of the more rebellious students in that thirty-four-student class spent considerable energy trying to sabotage the system.
I will not romanticize that.
Not everyone immediately embraced cooperative learning.
For those students, the natural consequences remained.
Repeatedly refusing to participate meant losing access to the cooperative activities and privileges that made the classroom enjoyable: theater, games, costumes, puppets, hands-on projects, and eventually a classroom environment that looked less like a traditional sixth-grade room and more like a hobby shop filled with castles, games, materials, and projects waiting to be explored.
Eventually, most students made the same calculation.
Missing out cost more than participating.
And once enough students made that decision, the culture changed.
That is how thirty-four students—many of whom had spent years being identified primarily by their problems—began functioning as a room full of teachers.
Not professional teachers.
Not miniature adults.
Students who had learned that they were capable of explaining something another human being did not yet understand.
That realization changes a child's identity.
Where This Connects Back to Bloom
The connection to Bloom's Two Sigma Problem is the most direct structural argument in this book.
A tutor gives one child individual attention.
That is the gold standard Bloom's research challenged education to approximate.
A classroom with twenty-nine or thirty-four students cannot reproduce that ratio literally.
But distributed expertise changes the effective mathematics.
A struggling pair does not have to wait for one exhausted teacher.
The pair next to them may help.
A student who has mastered the skill may explain it.
A small group may provide immediate feedback.
Distributed expertise does not shrink the class size. It shrinks the effective instructional ratio by turning capable students into part-time teachers for the students around them.
That is not a metaphor.
It is the arithmetic of Rule 41.
Sanctuary made the room safe.
Structure protected the time inside it.
Dosage made sure the practice was sufficient.
The Bridge made sure that practice led to genuine thought.
The Multiplier is what happens when all of those no longer depend entirely on one exhausted adult.
Learning begins moving through the room.
From teacher to student.
From student to partner.
From partner to group.
From mastery to teaching.
But none of this holds if the room does not want to keep doing it.
If cooperation feels like more work rather than more possibility, the structure eventually becomes another compliance system.
That is where the next chapter begins.
Because the question is no longer whether children can learn together.
The question is whether we can build a classroom they genuinely want to return to.
That is the work of The Joy Engine.

The school's answer to behavior, for most of these kids' academic lives, had been a room called the Responsibility Room — you spent your lunch period there, sitting at attention, as a consequence for whatever you'd done that day. Some of these kids were so far into that cycle that the staff had a name for them: Responsibility Room lifers. It had never worked as a deterrent in second grade. It certainly wasn't working in sixth. Nobody had really been trying to fix the underlying problem anymore. Detention had become the whole plan.
I already knew Kagan cooperative learning structures were the gold standard — I'd built my whole career on them at an SFA school where every single child, down to the kindergartners, had been drilled on think-pair-share and turn-and-talk since their first week of school. What I did not yet fully appreciate was how much of that ease had depended on the whole building running the same system. This school had none of it. No lining up. No shared transition signals. No shared expectation for what a partner conversation even looked like. Kids did whatever they wanted, because for years, whatever bad behavior showed up had simply been absorbed rather than addressed — and what you ignore, you promote. I layered Kagan on top of Whole Brain Teaching, which at the time went by the name Power Teaching, and I spent the first block of the year doing nothing but building the routines those systems depend on, from absolute zero, with thirty-four kids who had never been asked to function this way in their lives.
It took twenty days. Twenty days to take a room that ran on chaos and turn it into a room that actually worked — transitions that used to eat ten minutes collapsed down to a matter of seconds. That number stuck with me. Years later, when I finally put a name on the reading intervention I'd built, I called it Reading Boot Camp, and I made it twenty days long, because twenty days is exactly how long it took me, in that sixth-grade room, to prove that even a class with zero shared structure could be rebuilt into one that functioned — if you were willing to spend the first twenty days on nothing else.
The One-Teacher Bottleneck
Here is the arithmetic that room made undeniable: one adult, thirty-four children, and every single explanation, correction, and piece of feedback bottlenecked through me. That's Rule 41 — never leave two dozen or more potential teachers sitting silently while one adult does all the teaching — and it isn't a metaphor. It's a queue. A teacher explaining one concept to one struggling child while twenty-nine others wait is not falling behind because she's a bad teacher. She's falling behind because the math of the room was broken before she opened her mouth.
The shift this chapter is built around looks like this:

Twenty-six teachers in the room, instead of one. That's what Distributed Expertise actually means, mechanically — not a philosophy, a structural change in who is allowed to explain, question, tutor, correct, and teach at any given moment.
Buy-In Through the Hands
The lead-in I used to actually get thirty-four skeptical, rebellious sixth graders to buy into cooperative structures wasn't an academic lesson at all. It was tissue paper flowers — not a complicated handicraft, but one that demands real persistence and attention to get right. Southern Arizona classrooms lean on this one for a reason: they're simple enough to teach fast and beautiful enough that even the toughest, most macho sixth-grade boy in the room wanted one when he saw the finished product. I'd do a full demonstration, make two or three myself in front of the class, and then release them to work — but the release wasn't "go make your own." It was: turn to your partner, and teach them the first step. Then the other person teaches it back. Back and forth, one step at a time, until the flower is finished and neither of them got there by working alone.
That's Rule 42 made physical: the student who explains learns twice. A sixth grader teaching tissue-paper folding to a partner is doing exactly the same cognitive work a student does explaining a math strategy or a vocabulary word — the explaining is where the second, deeper pass at the material happens — and starting with something as low-stakes as a flower let thirty-four kids practice that muscle before I ever asked them to do it with content that could embarrass them if they got it wrong.
Vocab Candy, VKAT, and the Multi-Modal Teach
Whole Brain Teaching contributed one of the most efficient distributed-teaching mechanics I've ever used: a game called Vocab Candy. I'd model a vocabulary word using every modality at once — a gesture, a tiny skit, a sign from American Sign Language — and then clap my hands and say "teach." Every student already knew whether they were "Number One" or "Number Two" at their table, and that assignment told them instantly whose job it was to teach the word back and whose job it was to listen — sometimes both partners were teaching each other at the same time, gesture for gesture. Kagan is the better-known name in cooperative learning; Whole Brain Teaching is catching up. Between the two of them, they're the actual multipliers — the mechanisms that turn "the teacher explained it" into "every single child in the room just taught it."
This is where Marta comes back into this book. You met her in Chapter 1 as the fourth grader whose stutter got mocked and who took weeks to raise her hand again after it. What I didn't tell you then is what happened once she encountered this exact multi-modal structure, paired with VKAT — my own multisensory word-work system built on Visual, Kinesthetic, Auditory, and Tactile input. Marta wasn't especially verbal; her dyslexia and the decoding difficulty underneath it made spoken and written language genuinely hard for her. But she had an extraordinary kinesthetic mind — the kind of twice-exceptional profile a lot of dyslexic children carry and a lot of classrooms never find a use for. She started inventing her own gestures and signs for vocabulary words, going beyond the standard ASL and Whole Brain Teaching signs I'd taught, and her versions were good enough that other students started adopting them without my asking. Eventually she was the one teaching the room. The same girl who'd gone quiet after being mocked for her stutter had become, in effect, one of my most reliable teachers — not despite her disability, but through a strength her disability had been sitting right next to the whole time. That's Rule 43 in its most complete form: every student should have a partner, a voice, and a responsibility, and for Marta, gesture and sign turned out to be the voice her stutter had been getting in the way of.
We also gave that multiplying effect a real audience: every so often, we'd prepare to go be the teachers for the kindergartners and first graders down the hall. I told my class plainly that this meant we needed to be the leaders — polite, well-mannered, organized, with our own structures rehearsed to the point that we wouldn't waste a younger child's time or their teacher's time by fumbling through it. Nothing motivates a sixth grader to actually master a routine like knowing a five-year-old is about to be watching them do it.
Real Cooperative Learning, Not Group Work
This is the section I most want a skeptical administrator or school board member to read closely, because I think almost every adult in a room like that is carrying the same bad memory: the one group project in their own education where they did all the work while a partner coasted, and the grade came back identical for both of them anyway. That memory is not irrational. It's also not what cooperative learning, done correctly, actually looks like — and the difference is Rule 44: cooperation without individual accountability is just group work, and group work without accountability is exactly the experience that made you distrust this in the first place.
In my room, there was no assigned seating. On group days, I randomly assigned who worked with whom — some days you were next to a friend, some days you were next to someone you genuinely didn't get along with, because learning to work productively with someone you don't like is its own real skill, and pretending school doesn't need to teach it is a disservice. What made this survivable, and eventually valuable, was that the accountability was peer-enforced, not just teacher-enforced. If a student was faking participation — coasting, waiting for a partner to do the thinking — their own tablemates would raise their hands and tell me directly: we're not on task, they're not participating. That happened repeatedly before consequences kicked in, but consequences were real and consistent: a student who kept trying to opt out of the cooperative system lost access to it. They didn't get to join Fun Friday — the handicraft projects, the math games, the baking we did most weeks. If it got bad enough, that was a Responsibility Room lunch. The message every child eventually absorbed was the same one from our classroom's ohana: you're part of this community, with real responsibilities to the people around you, and opting out of contributing means opting out of the privileges that come with belonging to it.
This is also worth saying plainly to a school board weighing whether this approach requires new hires or new budget: it doesn't. Nothing about this system requires an additional adult in the room. It requires training the thirty-four students who are already there to do work that used to bottleneck entirely on me. That's the actual multiplier — not more staff, more capacity from the staff you already have, unlocked by structure instead of headcount.
Rosa and the Writing Multiplier
When Common Core hit, writing instruction changed dramatically overnight, and our school — never a Kagan school, never a cooperative-learning school in any organized sense before I got there — had no real writing curriculum at all. People dabbled with different approaches, but nothing coherent existed. I reached out to the Institute for Excellence in Writing and asked whether I could try some of Andrew Pudewa's Structure and Style materials in my fourth-grade classroom, even though the program was really designed to start as early as preschool or kindergarten. IEW ended up sending me their full set of materials, digital and paper both.
I knew immediately that I could not deliver this curriculum to thirty-some fourth graders single-handedly and expect it to actually stick, so I did what I'd already learned to do everywhere else in the room: I took my highest-performing students, taught them the introductory lessons myself in a small group, and had them rehearse and model the material with each other before ever releasing it to the rest of the class.
One of those students was Rosa (a pseudonym, like every student name in this book). I'd had her in class since Saturday kindergarten — a firecracker, high-energy, sharp, self-assured kid with a real passion for writing already sitting there waiting to be lit. She took to Structure and Style so completely that she became, functionally, the writing teacher for our classroom. She worked through material that should have taken three years to internalize in a matter of months, watching the instructional DVDs on her own time, absorbing the keyword outlines, the summarizing and paraphrasing techniques drawn — as IEW's own program explains — from Benjamin Franklin's method of teaching himself to write, described in his own autobiography: he'd take essays he admired, jot down brief notes on each sentence, set the notes aside, and later try to reconstruct the essay from his notes alone, comparing his version against the original to see where his writing could improve. Rosa built a cadre of student helpers under her, including a special education student who became one of her closest collaborators and best friends, and together they ran writing workshop centers in the classroom, teaching other students the same structure she'd mastered.
That year, our class had more students score a 4 — the highest possible mark — on the new Common Core writing assessment than we'd ever had before. I want to flag this the way I've flagged similar results elsewhere in this book: it's one class, one year, not a controlled study, and a 4 on that test is not an easy thing to earn under any circumstances. But I want to be honest about what actually made that possible: it wasn't a curriculum, by itself, and it wasn't me, by myself. It was Rosa, distributing expertise she'd only just acquired, with more patience and more genuine cheerleading for her classmates' progress than most adults manage to bring to the same job. That's Rule 45 in its fullest form: a strong student doesn't need to become an early finisher waiting quietly for the rest of the class to catch up. She becomes a contributor whose own mastery multiplies, and the ceiling on what that can produce is a lot higher than one exhausted teacher working alone.
Centers That Run Themselves
None of this works unless the structure holding it together is close to bulletproof, because while Rosa's writing centers or a Montessori math station were running, I was almost always at my own table doing small-group instruction — reteaching a concept, modeling something new, working through material one-on-one with a child who needed more than the room could give them in the moment. Every center ran in pairs of two or small groups of four, always following the same turn-and-talk, turn-and-teach habits practiced everywhere else in the room, so that no matter which station a child rotated to, they already knew exactly how to behave inside it. That consistency is Rule 47 — pair thinking before public thinking — applied to an entire room running in parallel instead of just one whole-class discussion.
Glow and Grow
Peer feedback in a Kagan classroom isn't optional garnish, it's load-bearing, and we ran ours in a simple format: Glow and Grow. A Glow is specific, genuine praise — that's the best sentence you've ever written, that's fun to read — not empty flattery, but a real, specific thing that actually worked. A Grow is a specific, actionable suggestion for improvement, framed as help rather than judgment. Rosa used exactly this structure teaching writing to her peers, and it's Rule 49 in practice: immediate, specific, and kind, never vague and never cruel.
The Control of Error, and Why Kids Finally Started Asking for Help
One more thing changed in that room that I didn't fully expect going in. Because so much of what we did — handicraft, games, hands-on math manipulatives — happened out in the open, visually, it became almost impossible for a student to fake participation without their partner immediately noticing. That's a real Montessori principle called control of error: Maria Montessori designed her materials so that a mistake reveals itself through the material — a piece that doesn't fit, a count that doesn't match — rather than staying hidden until a graded paper reveals it days later. And once a child's work was visible to a partner in real time, the question stopped being whether to ask for help and started being simply whether to raise a hand and say so.
That was a real cultural shift, because at a school with no cooperative learning tradition, I'd already watched kids default to the opposite habit: sit quietly with a workbook, fake understanding, and hope nobody noticed. A worksheet hides confusion beautifully. A partner sitting three inches away, needing you to hold up your end of a shared task, does not. Once a pair got stuck, they'd raise their hands together — can another team help us understand this — and another pair would step in and reteach them, which is Rule 48 in its clearest form: build a room where students explain before the teacher ever has to rescue anyone. And because it was a fellow student giving up their own game time or their own project time to help, the student receiving that help tended to pay a lot closer attention than they ever did waiting for me.
It didn't happen overnight, and I won't pretend it was universally embraced. Some of the more rebellious kids in that thirty-four-student class spent real time trying to sabotage the system for everyone else, and for those students, the natural consequence held: miss enough cooperative learning time by refusing to participate honestly in it, and you lost access to the very things that made the room worth being part of — the costumes, the puppets, the theater, the games, a classroom that increasingly looked less like a sixth-grade room and more like a hobby shop stocked with Dungeons & Dragons material and castles built for exploring. Eventually, most of them decided that missing out on all of that cost more than swallowing their pride and actually working with a partner they didn't love. That decision, repeated by enough kids over enough weeks, is what actually turned thirty-four of the lowest-performing students in the district into a room of twenty-six teachers.
Where This Connects Back to Bloom
I want to name the connection directly, because it's the most literal structural answer this book gives to Bloom's actual question. A tutor is one adult giving one child undivided attention — the gold standard this whole book is chasing an approximation of. A classroom of twenty-nine or thirty-four children can never literally replicate that ratio. But it can do something a single tutor cannot: multiply the number of people in the room capable of giving that kind of individual attention, so that a struggling pair isn't waiting on one exhausted adult, they're getting help from the pair next to them, within seconds, for free. Distributed Expertise doesn't shrink the class size. It shrinks the effective ratio, by turning every capable student into a part-time tutor for the students around them. That's not a metaphor for what this chapter argues — it's the literal arithmetic of Rule 41, solved.
Sanctuary made the room safe. Structure protected the time inside it. Dosage made sure the practice was real. The Bridge made sure that practice led to actual thought. This chapter is where all four of those stop depending on one exhausted adult and start running through twenty-five, or thirty-four, sets of hands and voices instead. None of it holds, though, if the room doesn't want to keep doing it — if distributed effort feels like more work instead of more joy. That's exactly where Chapter 6 picks up.
The Ten Rules
41. [Foundation] Never leave two dozen potential teachers sitting silently while one adult does all the teaching.
Why it matters: One teacher and thirty-four students is a queue no amount of individual skill can clear in real time — it's a math problem, not a talent problem.

What it requires: Start the teach-back habit somewhere low-stakes enough that getting it wrong costs nothing, before asking students to teach content that could embarrass them.
43. [Practice] Every student should have a partner, a voice, and a responsibility.
Why it matters: Vocab Candy's Number One and Number Two roles make that concrete down to the level of who teaches and who listens in a given round — and for a student like Marta, the right modality can turn a silenced voice into the room's most reliable teacher.
What it looks like: A student who struggles to speak finding a non-verbal channel — gesture, sign, art — that lets them lead instead of just participate.
What it requires: Don't assume "voice" means spoken language. Build in multiple modalities so every student has at least one channel where they can lead.
44. [Foundation] Cooperation without individual accountability is just group work.
Why it matters: Peer-enforced accountability — students calling out their own tablemates for coasting — is the difference between a real structure and the bad group-project memory every skeptical adult in the room is carrying.
What it looks like: Students reporting their own group's participation gaps to the teacher, unprompted, because the norm is genuinely shared.
What it requires: Build in real, consistent consequences for opting out, and let peer accountability do real work rather than relying on the teacher to police every group alone.
45. [Practice] Strong students should become contributors, not early finishers.
Why it matters: Rosa didn't wait quietly for the class to catch up. She became the reason more of the class caught up at all.
What it looks like: A student who's mastered material ahead of the room running a center or teaching a small group, instead of doing enrichment worksheets alone in a corner.
What it requires: Build a real pipeline for early masters to teach, not just a bin of extra work to keep them quiet.
46. [Practice] Struggling students should receive help without surrendering responsibility.
Why it matters: Getting reteaching from a peer pair, rather than having the work taken over entirely, keeps ownership where it belongs.
What it looks like: A peer tutor asking guiding questions rather than simply supplying the answer.
What it requires: Teach your student tutors the difference between reteaching and doing the work for someone — this has to be modeled, not assumed.
47. [Foundation] Pair thinking before public thinking.
Why it matters: Every center, every rotation, runs in pairs or small groups first — nobody is asked to perform for the whole room without rehearsing with one partner first.
What it looks like: A room where every station, regardless of subject, runs on the same turn-and-talk, turn-and-teach habits, so a child never has to learn new social mechanics on top of new content.
What it requires: Standardize your cooperative habits across every subject and station, rather than inventing new group norms for every activity.
48. [Foundation] Build classrooms where students explain before the teacher rescues them.
Why it matters: "Can another team help us" has to be a genuine first move, not a last resort — it's what turns a stuck pair into a teaching opportunity for a different pair.
What it looks like: Two students raising their hands together, asking for peer help before ever asking for the teacher.
What it requires: Resist the urge to be the first responder to every confusion. Build the pause where a peer team gets the first chance to help.
49. [Practice] Peer feedback should be immediate, specific, and kind.
Why it matters: Glow and Grow gives that structure a name a student can actually use out loud, instead of leaving feedback to vague, unhelpful, or unkind default habits.
What it looks like: A student naming one specific strength and one specific, actionable suggestion, without hedging into vagueness or tipping into cruelty.
What it requires: Teach the Glow/Grow format explicitly and require both halves — praise alone doesn't improve the work, and criticism alone erodes the willingness to keep sharing it.
50. [Foundation] A classroom becomes powerful when learning support is distributed, not centralized.
Why it matters: Thirty-four of the district's lowest-performing students, twenty days, and a room that had never had a shared routine in its life — that's what distributed support can rebuild, once it exists.
What it looks like: A room that keeps functioning at full capacity even when the teacher is pulled aside to work with one struggling child.
What it requires: Treat distributing expertise as the actual capacity-building strategy it is, not a nice-to-have layered on top of "real" teaching.
How It Works: The Practices Behind This Chapter
Vocab Candy and the Multi-Modal Teach
Why it matters. This is the core mechanic that turns "the teacher explained it" into "every child in the room just taught it" — and, per Marta's story, it's often the structure that gives a student who struggles with spoken or written language a real channel to lead from.
Materials needed. None required, though ASL sign references or picture cards can help early on.
The protocol, step by step:
- Assign every pair a Number One and a Number Two — a permanent, simple designation that determines who teaches first in any given round.
- Model the vocabulary word using every modality at once: say it, gesture it, act out a tiny skit, use or invent a sign.
- Clap and say "teach." Number Ones teach the word back to their Number Two, using the same multi-modal approach you just modeled.
- Switch roles and repeat, so both partners get the teaching rep, not just the listening one.
- Watch for and celebrate genuine invention. When a student — verbal or not — comes up with their own gesture or sign that captures a word better than the standard one, let them teach it to the room. This is where a student like Marta stops being a participant and becomes a source of knowledge for the whole class.
Common mistakes. Only ever using the standard gestures and never making room for student-invented ones, which forecloses exactly the kind of ownership that turned Marta into a teacher. Letting the same partner always go first, which erodes the whole point of the Number One/Number Two rotation. Treating this as a warm-up activity disconnected from the actual vocabulary work, rather than the primary teaching mechanism it can be.
Grade-level variation. For younger students, keep to one modality at a time (gesture only, then add sound) before combining all three. For older students, let the "skit" half of the routine carry more content — a full ten-second scene instead of a single gesture.
What success looks like. A word taught this way shows up, correctly gestured or used, weeks later without prompting. A student who rarely volunteers becomes the one other students ask to "show us the sign for that."
Structured Roles for Independent Centers
Why it matters. Centers only run themselves if every station uses the exact same cooperative habits the rest of the room already knows — otherwise a rotation becomes a new set of social rules to learn on top of new content, which is where independent centers usually break down.
Materials needed. Center materials specific to each rotation (writing folders, math manipulatives, etc.); no new social structure beyond what's already established elsewhere in the room.
The protocol, step by step:
- Identify your strongest students in a given content area and teach them the material directly, in a small group, before releasing it to the room.
- Have them rehearse teaching it to each other before ever teaching a peer outside the group — this is the same "teach it to a partner first" habit from Vocab Candy, applied to real content.
- Assign every center a consistent format: pairs or groups of four, running the same turn-and-talk, turn-and-teach habits used everywhere else in the room.
- Rotate students through centers on a schedule, while the teacher works with a small group needing direct instruction at their own table.
- Debrief centers periodically — what worked, what didn't, which student-teachers need more support themselves.
Common mistakes. Introducing a brand-new cooperative format for centers instead of reusing the room's existing habits, which doubles the learning curve. Sending a student-teacher into a center without rehearsal, which usually produces a shallow, script-reading version of teaching rather than real explanation. Never rotating who gets to be the student-teacher, which recreates a two-tier classroom instead of genuinely distributing expertise.
Grade-level variation. For younger students, keep centers to two roles and short rotations (10–15 minutes). For older students, centers can run longer and carry more complex content, with student-teachers given real ownership over how they explain it.
What success looks like. Centers keep running at full quality even when you're pulled away for an extended stretch with one student. Former center learners becoming center teachers themselves in later rotations.
Glow and Grow Peer Feedback
Why it matters. Feedback that's all praise doesn't improve the work. Feedback that's all criticism erodes a student's willingness to keep sharing work at all. Glow and Grow gives students a simple, repeatable format for doing both at once.
Materials needed. None; a simple sentence-starter poster helps in the early weeks.
The protocol, step by step:
- Teach the two halves explicitly: a Glow is specific, genuine praise — not "good job," but "that's the best sentence you've written because ___." A Grow is one specific, actionable suggestion, framed as help.
- Require both halves every time. A Glow without a Grow is empty flattery; a Grow without a Glow is just criticism.
- Model it yourself first, on your own or sample work, before asking students to give it to each other.
- Have students practice on low-stakes work before applying it to something they're more invested in.
- Check that the Grow is actionable. "This is confusing" isn't a Grow. "This sentence would be clearer if you moved the reason to the front" is.
Common mistakes. Accepting vague Glows ("I liked it") or vague Grows ("make it better"), which teach the format without the substance. Letting Grows tip into personal criticism rather than staying about the work. Skipping the modeling step and expecting students to produce specific feedback without ever having seen it done.
Grade-level variation. For younger students, use sentence frames for both halves and keep feedback verbal before moving to written. For older students, require textual evidence in both the Glow and the Grow — point to the actual line, not just a general impression.
What success looks like. Students giving specific, actionable feedback without the sentence frames. A student revising their work based on a peer's Grow without the teacher having to intervene.
The Responsibility Ladder: Peer-Enforced Accountability
Why it matters. Cooperative learning collapses into the bad group-project memory every skeptical adult carries the moment it lacks real accountability. This protocol makes the consequences for opting out real, consistent, and largely peer-enforced, rather than resting entirely on the teacher to police every group.
Materials needed. A clear, pre-communicated list of privileges tied to genuine participation (Fun Friday activities, games, celebrations already built into your room).
The protocol, step by step:
- Set the expectation explicitly, early: cooperative participation is how this room earns its privileges — the games, the celebrations, the hands-on projects — not a separate, optional layer on top of "real" work.
- Let peer reporting happen naturally, and take it seriously when it does. When tablemates report that a peer isn't participating honestly, treat that as real information, not a distraction.
- Apply consequences consistently and without escalation — loss of access to a specific privilege, not a blanket punishment untethered from the actual behavior.
- Make the path back clear. A student who's lost access should know exactly what genuine participation looks like to earn it back, not face an indefinite or vague penalty.
- Expect it to take weeks, not days. Real buy-in from previously disengaged students comes from repeated decisions, not one dramatic turnaround.
Common mistakes. Making consequences vague or inconsistent, which teaches students the system is negotiable. Treating peer reports as tattling rather than legitimate accountability. Giving up on the system after the first few weeks, before enough students have had the chance to decide the privileges are worth the cooperation.
Grade-level variation. For younger students, keep the privilege-and-consequence link very concrete and immediate (same day). For older students, the link can operate on a slightly longer cycle (a week's worth of participation earning a Friday privilege).
What success looks like. Previously disruptive students choosing to participate honestly rather than risk losing access to the room's privileges. Peer reporting becoming a normal, low-drama part of how the room self-regulates.

Editorial changelog for this chapter — what changed and why
